Born on December 30, 1951 in Odessa. Graduated from Azerbaijan oil and gas Institute as “electrical engineer”. Started work at Azerbaijan Railways. Worked his way up from electrician to the First Deputy Head of the Railway. After worked as First Deputy Head of Shevchenkiv department of Odessa Railway, Head of Finance of Odessa Railway, Head of Finance of Ukrainian Railways, Assistant Secretary, Head of Strategic of Ministry of transport of Ukraine, State Secretary of Ministry of transport of Ukraine. From 2002 works in different business entities in insurance, logistics and financial services.
